Me: Ok, then we won’t follow the three quotes requirement, and include three only if there is space.

Client: No, you still need to provide a minimum of three quotes.

Me: Do you need a minimum of three quotes or no minimum? We’re happy to follow your requirements, whatever you think is the best way.
